Wir, die Unterzeichnenden, sind internationale Studierende der Freien Universität Berlin im Allgemeinen Studierendenausschuss (AStA) der Freien Universität Berlin.
Das Anliegen mit dieser, unserer Stellungnahme, ist nicht zu verleugnen oder soll keinesfalls bagatellisieren, dass im AStA FU rassistische Strukturen existieren. Der AStA FU engagiert sich zwar gegen Rassismus, ist aber als Teil der rassistischen deutschen Gesellschaft selbst nicht frei davon. Wir wollen auch nicht Rassismus gegen Sexismus ausspielen. Ein Konflikt, der gezeigt hat, dass sich der gesellschaftliche Rassismus und Sexismus auch im AStA spiegelt, beschäftigt uns seit mehreren Monaten. Es war eine gemeinsame Entscheidung von internationalen und deutschen AStA-Mitgliedern, eine Mediation mit Reach Out ab Mai zu beginnen.
Am Mittwoch, den 24.04.2013 um 18 Uhr hat eine Vollversammlung (VV) der internationalen Studierenden an der FU Berlin stattgefunden. Bei dieser VV werden die Referent_innen für internationale Studierende gewählt. Wir sind zur diese VV gegangen, weil wir auch mitbestimmen wollen, wer uns wie repräsentiert. Wir wollten, dass wir nicht weiter von jemandem aus dem Referat für Internationale Studierende (RIS) auf dominante, sexistische Weise und unter Einsetzung von Ausgrenzungsmanövern repräsentiert werden. Der Konflikt besteht bereits seit acht Jahren, in denen die internationale AStA-Mitglieder immer wider versucht haben, mit dem RIS über den Konflikt zu sprechen. Das RIS wurde in dieser Zeit praktisch von einer Person alleine geführt. Unsere Initiativen stießen seitens dieser Person auf Ablehnung und er reagierte mit Beleidigung und Drohungen. Die Unterstellung, dass wir, die anderen internationalen Studierenden, von deutschen AStA-Mitgliedern instrumentalisiert werden und dass unsere Argumenten nicht selbstbestimmt seien, reproduziert genau das, was wir grundlegend kritisieren an rassistischen, sexistischen und ausgrenzenden Praxen.
Wenn ein anderes internationales AStA-Mitglied oder AStA-Mitglied of Colour (in- oder außerhalb der RIS) aktiv war, oder sein wollte und sich alternativ in die bisherigen politischen Projekte des RIS einbrachte, wurde dieses Engagement häufig von der im RIS dominanten Person zurückgewiesen. Kritik an der Nichtgenehmigung von Geldern für oder der Genehmigung von Geldern nicht in der gewünschten Höhe für vom RIS (also von dieser Person) vorgeschlagene Projekten wurde als Rassismus bezeichnet. Die Anschuldigung von Rassismus so zu benutzen, um seinen Willen oder seine Interesse durchzusetzen, finden wir unannehmbar. Denn es soll unser gemeinsames Ziel sein, Rassismus und Ausländer_innenfeindlichkeit innerhalb und außerhalb des AStA zu bekämpfen. Wir und andere AStA-Mitglieder schätzen die Vorschläge vom RIS, aber das Plenum konnte und kann nicht alle Projektvorschläge finanzieren. Wenn es keinen Raum mehr für Kritik und gemeinsames Gestalten gibt, dann sehen wir auch keine andere Möglichkeit als zur VV zu gehen und anderen Referent_innen zu wählen.
Wie die VV im Genauen ablief, versuchen wir im Folgenden zu schildern:
Zunächst wurde die VV auf dem Blog des Referats für internationale Studierende zwei Tage zuvor, am 22.04., angekündigt. Der Raum wurde nicht ausreichend angegeben. Auf dem Blog wurde Raum KL 135 angegeben. Ein Raum an der FU kann nur mit Flurangabe (z. B. KL29/135) gefunden werden. Eine genaue Raumangabe erfolgte erst am Tag der Wahl, durch den Aushang eines Flyers auf den Tafeln des AStA vor der Mensa II in der Silberlaube. Auf diese Weise haben wir herausgefunden, wo die Vollversammlung stattfindet. Die Wahl wurde auf dem Blog und den Flyern ausschließlich auf Deutsch angekündigt.
Zweitens, bei der Wahl selber fanden mehrere Verstöße gegen die Wahlordnung statt: Die Moderation wurde durch einen Referenten-Kandidat wahrgenommen. An der Wahlauszählung nahm dieser Kandidat teil. Bei der VV wurde vorgeschlagen, dass Studierendenausweise (aber keine Personalausweise) bei der Wahl gezeigt werden sollen, damit keine Nicht-FU-Angehörige abstimmen. Bei der Abstimmung über den Vorschlag beteiligten sich dann allerdings Personen, die lediglich Gasthörer waren und kein Abstimmungsrecht besaßen. Diese Personen waren Nicht-FU-Angehörige, und haben bei der Referent_innenwahl auch gewählt. Wir halten das Referat für internationale Studierende für eine Vertretung internationaler Studierenden und Studierenden of Color an der Freien Universität Berlin. Deshalb ist es wichtig, dass nur FU-Studierende abstimmen!
Letztlich wurden Vorbehalte gegenüber dem Kandidaten geäußert, der die Moderation und die Wahlauszählung durchführte. Diese Vorbehalte bestanden aus dem Vorwurf sexistischen Verhaltens im AStA. Diese Vorbehalte bestanden aus dem Vorwurf von Dominanz und Sexismus gegenüber einer weiblichen ehemaligen RIS Referentin die anwesend war. Diese Vorbehalte wurden durch die Moderation als "Beleidigung" abgetan. Die Moderation schlug sogar vor, dass die Vorbehalte äußernde Person nicht mehr abstimmen dürfe. Über die Vorbehalte wurde nicht weiter gesprochen.
Wir wollten aus den oben genannten Gründen diese VV nicht akzeptieren. Wir haben uns entschlossen, unsere Kritik an der VV beim StuPa zu äußern. Zwei von uns haben auch stellvertretend Sitze im StuPa. Dieser Diskussionsbedarf kam ausschließlich von internationalen Studierenden und Studierende of Colour. Wir wollten eine neue, wahlordnungsgemäße VV und wir wollten, dass eine Kommission von drei internationale Studierende oder Studierende of Color (die keine AStA Anbindung haben oder hatten) diese neue, wahlordnungsgemäße VV vorbereiten und durchführen. Das haben wir beim StuPa erreicht. Wir haben diesen Weg gewählt, weil wir kein Vertrauen mehr an das RIS hatten, das die Aufgabe hat, eine ordnungsgemäße Wahl in Form einer VV zu halten. Aufgrund der fehlgeschlagenen Kommunikations- und Schlichtungsversuche die so weit ausuferte, dass mehreren Menschen im AStA bedroht und beleidigt wurden, fühlten wir uns gezwungen, solche Maßnahmen anzuwenden.

We, the undersigned, are international students at Free University Berlin and members of the FU student government (Allgemeinen Studierenden Ausschuss, AStA).
Our intention with this statement is neither to deny or trivialize the very real racist structures within the AStA FU. The AStA FU is politically active in opposition to racism, but is not free of it, being itself part of a racist society. We are also not interested in setting racism and sexism into conflict with one another. We have been occupied for the last few months by a conflict within the AStA which has revealed societal sexism and racism within our organization. It was a consensual decision of the entire AStA, by international students, students of color and white German students, to begin a mediation process with Reach Out in May 2013.
The most recent general plenum (Vollversammlung) of all international students and students of color at FU Berlin took place on Wednesday, 24 April 2013 at 6 p.m. The representatives (Referent_innen) of international students are elected at this general plenum. We went to this plenum because we wanted to democratically decide who should represent us. We did not want to be represented any longer by a department for international students (Referat für internationale Studierende, RIS) that employs dominant and sexist communication and exclusionary tactics. For over eight years, international students in AStA have attempted to discuss this unacceptable way of communication with the RIS, which has been dominated solely by one person during this time. Our initiatives and those of our predecessors have been rejected by this person, and he has reacted consistently with threats and insults. The presumption, that we—international students and students of color in the AStA—are being instrumentalized by white German students, and that our arguments are not our own, is a perfect example of exactly that which we are criticizing on racist, sexist and exclusionary practices. In this way, the opinion of one person is made into the opinion of all international students and should represent all international students.
In the past, when an international student or student of color in the AStA, both as a part of the RIS and/or in other departments, attempted to become involved in the RIS in a way not approved of by the person dominating the RIS, this person's interest was most often refused. Criticism of, and any refusal of financing at the amount requested for RIS projects (that is, the dominant person's projects) has been termed racism. Employing the accusation of racism in order to get one's own way is not acceptable and undermines our shared project of fighting racism and xenophobia inside and outside of the AStA. The AStA values this person's contributions and efforts, but it could not and cannot finance all projects. If there is no space for criticism and joint projects, then we see no other possibility than to go to the general plenum of international students and elect new representatives.
The course of the general plenum is described in the following.
Firstly, the general plenum was announced on the RIS blog two days before the plenum, on 22 April. The room was not adequately listed. On the blog, KL 135 was given as a room number. At FU Berlin, rooms cannot be found without listing the hallway number as well (e.g. KL 29/135). The room number was not provided completely until the day of the election in the form of a flyer on the AStA board next to the cafeteria. We—ourselves members of the AStA—found out where the plenum would take place in this way. The blog entry and the flyer were both written only in German.
Secondly, several aspects of the electoral code for the student parliament and student government at FU Berlin were violated. The general plenum was moderated by a candidate up for election as representative. This same candidate took part in the counting of ballots. It was proposed at the plenum that student ID (but not personal ID) be shown to ensure that only FU students vote in the election. This proposal was voted on by persons who themselves admitted to being guests and not FU students, and therefore did not have any right to vote. They took part on the election of student representatives, although they were not FU students. We consider the Referat für internationale Studierende to be the representation of international students and students of color in the student government of the FU Berlin. It is important that only students elect their representatives!
Lastly, a participant in the general plenum expressed reservations about the candidate who moderated the general plenum and took part in the counting of ballots. These reservations consisted of the accusation of sexist behavior in the AStA, specifically dominant and sexist behavior toward a female former international student representative, who herself was present at the general plenum. These reservations were rejected by the moderator as being an insult. The moderation also proposed that a person expressing such reservations not be allowed to vote. The accusation of sexism was not discussed further.
We did not want to accept the results of the general plenum for the reasons listed above. We express our reservations about the general plenum at the student parliament (StuPa), of which two of us are substitute members. This criticism came exclusively from international students and students of color at FU Berlin who were at the general plenum. We wanted to have a commission of three international students or students of color at FU Berlin organize a new general plenum according to the electoral code of the student parliament.
We achieved exactly this. We chose this drastic measure because we did not have confidence in the RIS to represent us, or to organize a new general plenum in accordance with the electoral code. Furthermore, multiple persons in the AStA felt threatened and offended in a discriminatory manner, despite the attempts at conflict resolution and moderation.
